TRIG Activity 3 Project

Due to the holiday and increased interest in participating in the pilot, we have extended the deadline to Friday at midnight. Schools will then be notified of their acceptance/non-acceptance on June 7. The pilots who have then been accepted should have their coaches fill out the application form.

Mobile device purchase window opens June 1.
Desktop device purchase window opens July 1.
Desktop bids awarded June 18, details available shortly thereafter.

Both Mobile and Desktop device purchase windows close July 31.

 Device awards: Devices and accessories were awarded at the CCISD board meeting May 21. 9 devices from 5 vendors totaling of 103 line items (with accessories and upgrades) Contracts are currently in the process of being finalized. The detail information is in the process of being posted on the REMC bid site.

It will be up by Tuesday at the latest. Ordering for mobile devices will open on June 1. Ordering Process: All SPOT orders must be processed through the SPOT website. 22.i Category One Allowable Expenses


Category One Allowable Expenses
Below are guidelines for spending Technology Readiness Infrastructure Grant Category One funds. These funds are reported in MEGS+ under Category Four and reported as the percentage of funds anticipated to be spent in each of the following areas:

  • Network services
  • Computer/device purchasing pilot
  • In-building wireless connectivity
  • Technology Readiness
  • Online/Digital Assessment


Please keep in mind that these are only anticipated expenditures. Funds will not have to be spent until June 30, 2014. Districts are not required to report actual expenditure of funds in the five categories in MEGS+.
Below are examples of allowable expenses and the categories they should be reported under.

  • Network services
  • Circuits
  • WAN Interconnects
  • WAN Access to data centers housing instructional and assessment resources
  • Internet service capacity upgrades i.e. 10Mb->100Mb, 100Mb-1Gb
  • Computer/device purchasing pilot
  • Any device purchased through the REMC SPOT commitment tool and purchasing process In-building wireless connectivity
  • Any hardware to implement or upgrade wireless infrastructure
  • Any in-building wiring necessary to implement or upgrade a wireless network Technology Readiness
  • Any hardware to implement or upgrade an infrastructure to support a robust testing environment
  • Any in-building wiring necessary to support online testing
  • Device hardware to upgrade devices for online testing (memory, monitors, keyboards, etc.)
  • License upgrades to support online testing (OS, etc.)
  • Online testing devices not available through the REMC SPOT purchasing process


Online/Digital Assessment

  • Licensing for online/digital assessment content and services
  • Audient response system to collect and transmit assessments digitally

Districts may use the funds to purchase license, hardware, etc. for instructional data systems that are used to deliver local or regional online assessments

Items that are NOT allowed under the Guidelines:

  • Work begun, purchases made or contracted for prior to December 20, 2012
  • Response devices not supported by SBAC or BAA (devices not meeting minimum online testing specifications)


Note: If districts have already made their anticipated spending percentages in MEGS+ and would like to update or change those percentages, they need to contact Holli Crowley at crowleyh@michigan.gov before June 1, 2014.

The TRIG SPOT desktop forecasting window is now open. (SPOT Bid Michigan 22.i)


The TRIG SPOT desktop forecasting window is now open.

Please have your authorized SPOT user visit the www.remcbids.org site to complete forecasting.  The forecast window will be open from today until 5pm on May 7.  Your existing SPOT user and password will continue to work for forecasting and purchasing through the SPOT tool.

If you do not have a SPOT user, the user creation survey is available from your TRIG Tech Ready contact person, and will be open until noon on May 6.

The expected bid award is June 19, with the purchase window open by July 1 - July 31.

The desktop units will be discounted based on volume purchasing, but will not qualify for the incentive payments.

As with the mobile device bid, the forecast is for a limited number of items (desktops and monitors) for simplicity and ease of forecasting, but the final purchase will include additional options for extended warranty, memory and hard drive upgrades, etc.

22i Technology Readiness Infrastructure Grant (TRIG) Overview



FOCUS: The focus of this grant is to develop or improve a
district’s technology infrastructure, including, but not
limited to, hardware and software, in preparation for the
planned implementation in 2014-2015 of online growth
assessments.

GOALS:
1. Build a statewide interconnected network to support
reliable unencumbered access to online assessments.
2. Establish collective purchasing contracts for learning
devices and online content.
3. Leverage regional networks to facilitate the
consolidation and improve services levels for data,
technology, and other related services to service centers.
4. Build capacity to assist educators in planning and
implementing the best practices and technology required
to support the next generation of assessment, teaching,
and learning.

Activity Two – Technology Readiness Planning Pilot On March 20


Activity Two – Technology Readiness Planning Pilot On March 20, Activity Two held a successful pilot training of the Michigan Technology Readiness Tool (MTRAx). A total of 127 participants were in attendance for the training at Wayne RESA. In total, the group comprised a vast majority of the Intermediate School Districts in the state as well as a number of local districts from those ISDs/RESAs. The three hour
training gave an overview of MTRAx reports as well as giving participants detailed information so they can complete the survey. Once the pilot districts have successfully completed the pilot phase MTRAx, they will be helping train the rest of the districts in the state as the survey is rolled out to all districts in the fall.

Activity Four – Statewide Device and Software Purchasing Consortium


Activity Four just finished receiving commitments through the State Procurement Online Tool (SPOT) for the device purchasing project. In all, over 475 districts forecasted that they would be purchasing devices through the pilot project. Here is the breakdown of the number of devices by type that were committed to be purchased:

FAQs responses regarding SPOT and the purchasing pilot:
  • Each district will have only 1 SPOT user.
  • The SPOT user is for both forecasting, and later for purchasing devices.
  • Each email address can only be associated with 1 district (can't do forecasting for multiple districts with a single login).
  • The SPOT survey (user creation) is open until 3/27.
  • The forecasting window is open until 3/29.
  • The forecast is NON BINDING, simply measuring district interest levels.
  • The device minimum specifications are inside the SPOT tool, as is estimated LIST pricing.
  • We expect final pricing to be lower than list once vendors bid (based on forecasted volume).
  • Device purchasing will be June 1-July 31.
  • All districts are eligible to purchase from this project - public, private, and PSAs; whether they are participating in TRIG or not.
  • Districts may use any funds to purchase from this pilot, not limited to 22i Category 1 funds.
  • There will be incentive payments for those public schools and PSAs that participate in TRIG.  The incentive amount will be determined based on the number of units purchased, but will not exceed $100.
  • This is the first SPOT purchasing cycle, and this pilot included mobile devices only.
  • Future SPOT cycles could potentially include other devices.

Merit announced today that a webcast will take place on Wednesday, March 27, 2013, at 1:30 p.m. The webcast will provide an update on the completion of Round I and progress reporting on Round II of Merit's implementation of the REACH-3MC project.

Merit is in the process of building over 2,200 mile fiber-optic backbone network throughout the state of Michigan as well as spurs in Wisconsin and Minnesota. This network is being constructed with the assistance of two American Recovery and Reinvestment Act (ARRA), Broadband Technology Opportunities Program (BTOP) grants in the amount of $102 million along with a 20 percent match in funds from Merit and its seven sub-recipients. The REACH-3MC project is one of the largest BTOP projects in the country and is expected to serve 52 counties in both the Upper and Lower Peninsula's.

The webcast on Wednesday, March 27, 2013, will provide a comprehensive update on Merit's progress on the REACH-3MC project, including information about project RFPs, community outreach, and completed and upcoming construction work. Video on what will be need to create the SEN Network

This video is from 2010 but is very timely with every thing that is going on in the state with the 22.i program. It would seem that they have had a crystal ball as it speak to what is going on today. This video is 55 Min. I think you will find it addresses many of the issues that we will be facing as we try to build the State Education Network (SEN). This network will be a model for the rest of the country. There are many political issues to work through and dealing with multiple personality and politics. Building trust relationships within the state is something that we need to work on before and during and after the building of this network.

Statewide educational networks aren't new - but school districts are devising innovative ways to use these private networks to provide exceptional educational experiences while reducing their costs. School districts across the country are discovering the benefits of coming together for network services. In this presentation, we will first cover the differences between the commodity Internet and networks dedicated to education. We will then present examples of how schools, both inside and outside of Michigan, leverage their education network to lower costs and/or improve education. We will conclude by talking about the future direction of education networking and the potential that schools will have to accomplish even more with less.

Category Four is now available in MEGS+. Every district needs to submit this by
March 20, 2013. Districts will select which consortium they will join. The role of the
consortium is to assist districts with becoming ‘technology ready’ for online
assessments.

Greater Michigan Education Consortium (GMEC) Greater Michigan Education Consortium Genesee ISD serves as the fiscal agent Consortium of 22 ISDs GMEC Governance Governance structure Genesee ISD is committed to ensuring that the consortium works collaboratively and that every ISD’s voice is equally valued. Decisions made by the consortium will be decided by a vote of the Governing Board. A super-majority of 75% or more will be required to determine a decision with each ISD counting as one vote. Some decision making will be delegated to subgroups created by the consortium to carry out the work of the grant. The superintendent of each ISD on the Governing Board will specify a voting delegate. Roll call should be 100% of the Governing Board members allowing for absentee voting GMEC Governance Guiding Principles Founding ISDs will constitute the Governing Board for the consortium. Leadership for the consortium will be handled by the Governing Board. Each member of the Governing Board has an equal voice in decision making (i.e.one vote per Founding ISD) Each ISD has a wealth of talent and experience; and the participation of each ISD in the consortium will make the whole group more effective and better able to carry out the duties of the grant. GMEC Technology Readiness Plan Potentially over 300 local districts and PSAs to assist Hire Technology Readiness Coordinators to assist LEAs/PSAs in becoming technology ready. Technology Readiness Coordinators duties will include: Develop guidelines and path for "Tech Readiness" for LEAs/PSAs (in cooperation with Activity Two) Consult with individual districts and PSAs Hold Technology Readiness Workshops Share best practices with all consortium members
